Definition

Technological capability can appear before the institutions required to govern its consequences exist.

A missing layer is not merely an outdated institution. It is an institutional function that becomes necessary only after a new capability, interaction, or scale of action appears.

The layers are not lost remnants. They had not yet been built, because the need itself had not yet appeared in a recognizable form.

Institutional Lag asks: How fast can an existing institution adapt?

The Missing Layers asks: What institution must be invented because this capability did not previously exist?

When capabilities scale faster than institutions can adapt or form, a governance gap emerges.

Sometimes the gap is caused by outdated institutions.

Sometimes the required institutional layer does not yet exist.
