The classification itself is SHIRO & Co. observational interpretation. It is not an objective scientific fact.

FACT事実
OBSERVED FACT
- Waymo describes the Waymo Driver as fully autonomous driving technology that remains in control from pickup to destination, and states that passengers need not know how to drive.
- Waymo's published safety materials describe Rider-Only operations and, through March 2026, report hundreds of millions of rider-only miles without a human driver in the vehicle.
- Waymo states that Remote Assistance does not continuously monitor vehicles and does not remotely drive them. Agents respond to event-driven requests from the automated driving system and provide advice that the system may use or reject.
- Waymo distinguishes this architecture from driver-assist systems that still require a human behind the wheel, paying attention and ready to take over.
INTERPRETATION解釈
SHIRO & Co. INTERPRETATION
This is a physical-execution case of H0: the professional act of driving is no longer performed by a person in the vehicle.
Human presence can remain in the operating organization while human authority over each driving act has already left the cabin.
これはH0の物理的実行の事例である。運転する専門行為は、もはや車内の人によって行われない。
運用組織に人間は残りうる一方で、各運転行為への人間の権限は、すでに車室を出ている。
Uncertainty
UNCERTAINTY
- Remote advice exists for uncommon situations. Its frequency and influence on a given trip are not measured here.
- This case does not observe a specific crash, nor does it assess safety performance beyond the operator's published descriptions.
- H0 applies to in-vehicle absence during the driving task. It does not mean that no human exists anywhere in the operating organization.
Signal
A human can remain in the mobility system after the driving act has left the cabin.
Human Reserve question
If no person in the vehicle performs the driving act, where does human authority over movement still reside?
車内の誰も運転行為を行わないとき、移動に対する人間の権限はどこに残るか。
Human Reserve implication
Human Reserve for driving, if it remains, sits in operating policy, exception advice, and aftermath — not in the steering wheel.
- Domain
- Autonomous Vehicles / Mobility / Physical Execution
- Observed capability
- An automated driving system can perceive the road, plan a trajectory, and execute steering, speed and lane choices for a rider-only trip without an in-vehicle driver.
- Delegation state
- ALLOW
- Human presence
- H0 — ABSENT
- Confidence
- Observed + Inference
ALLOW and H0 apply to on-road vehicle control during a rider-only trip, not to Waymo as a whole company or to every driving-assist product.
Delegation boundary
ALLOW covers the narrow task of on-road vehicle control during a rider-only trip in the published service. Human and institutional roles remain around trip request, geofence and operating policy, remote advice on exceptions, emergency response, and post-incident accountability.
Authority boundary
Operational authority over routine steering, speed and trajectory sits with the automated driving system. Riders are not required to authorize each maneuver.
Accountability boundary
Distributed / regulated / system-dependent. This record does not assign crash liability to the model, the operator, or the rider.
