2020年3月16日、Imperial College COVID-19 Response Team は、インフルエンザ用に開発された individual-based microsimulation を英米に適用し、NPI の組み合わせなしでは医療需要が破綻しうると報告した。同日、SAGE 経由で GOV.UK に「policymaking を inform してきた」証拠として公開された。これは LLM 合成消費者ではない。しかし Simulation-to-Reality Loop としては先行例である。シミュレートされた人口の反応が、実在の公衆への介入を正当化する入力になった。単独原因の断定はしない。

A microsimulation of two national populations was published by SAGE as evidence that had already informed policymaking. A simulated public entered the decision field before many real publics had been asked in the ordinary sense.
Interpretation

This is not an LLM focus group. It is the same loop: population is assembled in silico, interventions are tested, then the real public lives the chosen branch. Agency is relocated to whoever may contest the model.
