何が起きたか
Virtual Singapore は、建物・地形・人口移動・環境センサを含むデータリッチな 3D モデルとして、都市計画・災害・インフラのシミュレーションを実行前に行うと説明される（GovTech、OECD OPSI）。別系統として MITRE の Synthea は、現実の EHR を使わず「realistic but not real」な合成患者の生涯と記録を生成する（Walonoski et al., JAMIA 2018）。都市の双子と合成患者は同じ製品ではない。どちらも、本体が経験する前に集団を走らせる装置である。

A national digital twin is described as a place to simulate urban interventions before they are built. A widely used open generator produces complete synthetic patient histories without real EHRs. Two instruments, one structure: a population that can be acted on while the original is absent.
Interpretation
解釈
Absence of real records is framed as safety. It is also a compression. The twin is easier to govern than the city; the record is easier to route than the body. Divergence is not a bug report. It is a decision about which world is true.
