When everyone is rational, who is choosing the outcome?

AI development is no longer driven only by the desire to advance.

It is increasingly driven by the inability to stop.

    adopts AI because incumbents leave an opening.

  • A frontier lab

    accelerates because rival labs may reach the next capability first.

  • A government

    supports AI capacity because geopolitical rivals are doing the same.

    finance acceleration because expected returns concentrate around frontier capability.

At the level of each participant, behaviour may be rational. At the system level, no actor necessarily chooses the final collective outcome.

How an action propagates

Acceleration is not produced by one actor. It emerges from interactions among laboratories, cloud providers, semiconductor firms, capital markets, enterprise buyers, governments, defense establishments, regulators, workers, consumers, geopolitical competition.

  • Gates does not argue for rejecting AI. He argues that the available time for shaping the transition is limited.
  • He suggests that, if there were a credible global plan to slow AI progress, he would likely support it.
  • He nevertheless argues that geopolitical and economic incentives are so strong that a meaningful slowdown is unlikely.
  • Companies that gain cost advantages from AI create competitive pressure on rivals to adopt it.
